The Biletnikoff Award annually recognizes the season’s outstanding FBS receiver in college football. Any player, regardless of position (wide receiver, tight end, slot back, and running back) who catches a pass is eligible for the award. As such, the Biletnikoff Award recognizes college football’s outstanding receiver, not merely college football’s outstanding wide receiver.

Fred Biletnikoff History
He was a 6-1, 190-pounder with excellent hands and deceptive speed who caught 589 passes for 8,974 yards and 76 TDs during his 14-year career with the Oakland Raiders from 1965 through 1978. At the time of his retirement, Fred not only dominated the Raiders’ record book for pass receiving but he owned several significant NFL marks as well. Along with another Hall of Fame receiver, Raymond Berry, Fred held the record for having caught 40 or more passes in 10 consecutive seasons. His 70 receptions, 1,167 yards receiving and 10 touchdowns in 19 post-season games were also NFL post-season career records.

The talented pass-catcher came to the Raiders as their #2 draft pick in 1965. A 1964 All-America at Florida State, Biletnikoff caught four touchdown passes in his team’s Gator Bowl victory over Oklahoma. He also played in the College All-Star game before reporting to the Raiders’ training camp. Biletnikoff started as a special teams player and did not see action as a flanker until the seventh game of his rookie campaign.

When he did get a chance to start, he responded with a seven-catch, 118-yard performance and, in the process, became a regular for good. A durable, dependable performer, Biletnikoff missed only eight games because of injury in 14 seasons. Biletnikoff, a native of Erie, PA, reached the zenith of a career filled with outstanding achievements when he caught four passes for 79 yards to set up three Oakland scores in the Raiders’ 32-14 victory in Super Bowl XI. He was named the game’s Most Valuable Player.

Fred was an All-AFL pick in that league’s final 1969 season, earned All-Pro honors in 1972, and won All-AFC acclaim in 1970, 1972 and 1973. He played in two AFL All-Star games and four AFC-NFC Pro Bowl games as well as three AFL and five AFC championship games, plus Super Bowls II and XI.

The NFL Informs Teams NFL Draft-eligible Underclassmen Allowed to Play in College All-Star Games

NFL office announced this week that any underclassman granted eligibility for the 2024 NFL Draft can be invited to play in the East-West Shrine Bowl, HBCU Legacy Bowl and Senior Bowl. No other all-star game is allowed by the league to invite underclassmen.

This is a significant change to the pre-draft process that should help provide a platform for prospects who often don’t declare until late in the offseason. Current Senior Bowl director Jim Nagy will implement the new conditions for building rosters for the All-star classic. NFL Deadline for underclassmen to declare for NFL Draft 2024 – Monday, January 15th

The underclassmen have had a smaller window to expose their skills to NFL scouts. In the past, underclassmen not invited to the NFL Scouting Combine relied on school pro days and private workouts leading up to the NFL Draft when seeking an audience of scouts.

The past few years also have seen a downturn in the number of underclassmen granted special eligibility. It hit a high-water mark in 2018, when 106 underclassmen were approved, but that number has fallen since – from 99 in 2021 to 73 in 2022 and 69 in 2023.

There have been sweeping changes in college athletics over that span, with the proliferation of NIL deals and the transfer portal opening up more opportunities for college athletes.

Former Senior Bowl director Phil Savage (2021-2018) initiated admitting fourth-year juniors who have completed their degrees during this tenure at the Senior Bowl. The vast majority of underclassmen were previously ineligible to play in all-star events.

The deadline for underclassmen to apply for special eligibility for the 2024 NFL Draft is Jan. 15.

The East-West Shrine Bowl is scheduled to be played on Thursday, Feb. 1 and the Senior Bowl is to be held on Saturday, Feb. 3. The HBCU Legacy Bowl is scheduled for Saturday, Feb. 24. All three games will be broadcast on NFL Network. The NFLPA game has been eliminated and integrated into the Senior Bowl event.

NFL Draft 2024 – First Round Selection Order

The NFL Draft selection order is based on the 2023 NFL standings plus the NFL Draft tie breaking procedures. Picks 1-18 are the non-playoff teams, with the order decided by the draft tiebreakers. Tied positions rotate up in the succeeding rounds. Positions 19 through 32 are based on playoff game results and tiebreakers used if necessary.

Currently Carolina and Cleveland do not have a 2024 First round selection
