The upcoming postseason All-Star season is here with the schedule posted below. We will have scouts at these events attending – weigh-ins, practices, interviews and games. These games will be the final chance to see prospects in game action prior to the NFL Combine and vital Pro day workouts. We will have extensive coverage on web page at  www.draftinsiders.com along with player evaluation in our Feb. Newsletter and Yearbook 2023.

NFL Calendar 2022-23

Important NFL dates for the 2022-23 league year. All times are Eastern and all dates are subject to change.

April 27-29 – NFL Draft 2023 – Kansas City, Mo

NFL Cutdown Dates

August 30 – Prior to 4:00 p.m., New York time, clubs must reduce rosters to a maximum of 53 players on the Active/Inactive List.

Simultaneously  with  the  roster  reduction  to  53  players,  clubs  that  have  players  in  the  categories  of Active/Physically Unable to Perform or Active/Non-Football Injury or Illness must select one of the following options: place player on Reserve/Physically Unable to Perform or Reserve/Non-Football Injury or Illness, whichever  is  applicable;  terminate  or  request  waivers  with  the  designation  of  Failed  Physical  or  Non- Football Injury or Illness, whichever is applicable; request waivers; terminate contract; trade contract; or continue to count the player on the Active List.

Players who are on the Reserve List or Exempt List and are not counting against the 90-player limit will begin to count against the 90-player limit.

August 31 – Claiming period for players placed on waivers at the final roster reduction will expire at 12:00 noon, New York time.

Upon receipt of the subsequent Personnel Notice, clubs may establish a Practice Squad of 16 players, (clubs participating in the International Player Development Program may sign one additional international player to a Practice Player Contract.) No club, including the player’s prior club, will be permitted to sign a player to a Practice Player Contract until all clubs have received simultaneous notification via the above Personnel Notice that such player’s prior NFL Player Contract has been terminated via the waiver system.

August 31 – Beginning at 4:00 p.m., New York time, any player placed on Reserve/Injured, Reserve/Non-Football Injury or Illness, or Practice Squad; Injured during the regular season or postseason, may be designated for return later in the season, subject to the applicable procedures.

September

September 4 – Final day of preseason training camp for all clubs, as defined in CBA Article 23, Section 10.

September 5-10 – In accordance with the Personnel (Injury) Report Policy, each club is required to file a Practice Report with the NFL Communications department by 4:00 p.m., New York time, or  after  the completion of practice) every Wednesday, Thursday and Friday for a regular season Sunday game; Monday, Tuesday, and Wednesday for a Thursday game; Thursday, Friday, and Saturday for a Monday game; and Tuesday, Wednesday, and Thursday for a Saturday game.

Each club must also file a weekly regular season Game Status Report with the NFL Communications department by 4:00 p.m., New York time (or as soon as possible after the completion of practice) on Wednesday for a Thursday game, Friday for a Sunday game, Saturday for a Monday game, and Thursday for a Saturday game. An update must be reported if there is any change in a player’s condition after the initial Game Status Report is filed.

September 7 – At 4:00 p.m., New York time, deadline for all NFL Player Contracts, Practice Player Contracts, tender offers, and miscellaneous amounts to fit within each Club’s 2022 Salary Cap, in anticipation of the midnight expiration of the Top 51 Rule.

September 8 – At 12:00 a.m., New York time, the Top 51 Rule expires for all NFL Clubs.

September 8, 11-12 – First Week of Regular Season Games.

September 9, 12-13 – Beginning on these dates, any player with at least four previous pension-credited seasons who is released from his Club’s Active List or Inactive List (or from his Club’s Reserve/Injured List if placement occurred after the club’s first regular season game) is entitled to claim Termination Pay, after the end of the regular season, subject to the terms and conditions of CBA Article 30.

September 29, September 30, October 3-4 – Beginning on the day after a club’s fourth regular season game (including any bye week), it is permitted to begin practicing players on Reserve/Physically Unable to Perform and Reserve/Non-Football Injury or Illness (if the player failed his preseason physical due to a non-football injury or illness) for a period not to exceed 21 days. Players may be activated during the 21-day practice period, or prior to 4:00 p.m., New York time, on the day after the conclusion of the 21-day period.

October 18-19 – Fall League Meeting, New York, NY

November

November 1 – All trading ends for 2022 at 4:00 p.m., New York time.

November 2 – Players with at least four previous pension-credited seasons are subject to the waiver system for the remainder of the regular season and postseason.

November 7 – Any increase in a player’s 2022 Salary from a renegotiation or extension that is received by the Management Council after 4:00 p.m., New York time, on this day, will be treated as Signing Bonus, and prorated over the entire term of the Player Contract, including 2022.

November 15 – At 4:00 p.m., New York time, signing period ends for Franchise Players who are eligible to receive Offer Sheets.

November 15 – Prior to 4:00 p.m., New York time, deadline for Clubs to sign their unsigned Franchise and Transition Players, including Franchise Players who were eligible to receive Offer Sheets until this date. If still unsigned after this date, such players are prohibited from playing in NFL in 2022.

November 15 – Prior to 4:00 p.m., New York time, deadline for Clubs to sign their Unrestricted Free Agents to whom the “UFA Tender” was made.  If still unsigned after this date, such players are prohibited from playing in NFL in 2022.

November 15 – Prior to 4:00 p.m., New York time, deadline for Clubs to sign their Restricted Free Agents, including those to whom the “June 1 Tender” was made. If such players remain unsigned after this date, they are prohibited from playing in NFL in 2022.

December

December 1, 3, 5 – Deadline at 4:00 p.m., New York time, on the last business day prior to a club’s Week 13 game for reinstatement of players in Reserve List categories of Retired, Did Not Report, and Exclusive Rights, and of players who were placed on Reserve/Left Squad in a previous season.

December 13 – NFLMC Labor Seminar, Four Seasons-Las Colinas, Irving, TX.

December 13-14 – Special League Meeting, Four Seasons-Las Colinas, Irving, TX.

December 15 – Deadline for all Clubs to submit their individual lists of players who received, or filed a grievance for, the Basic or Extended Injury Protection Benefit for the 2022 season.

2023

January

January 7 – A claiming period of 24 hours shall be in effect for any waivers requested during the period from the Saturday of the final regular season weekend through the conclusion of the final postseason game, except for waiver requests on Friday and Saturday of each week, which shall expire at 4:00 p.m., New York time, on the following Monday.

Assignment of player contracts will be deferred until the first business day after the Pro Bowl or the Super Bowl, whichever occurs later.

Terminations of player contracts will occur at the expiration of the claiming period.

A club that is participating in the playoffs may sign players whose contracts have been terminated to its Active/Inactive List, Practice Squad, or Reserve/Future List. A club whose playing season has concluded may sign such players to its Reserve/Future List only.

January 7-8 – Eighteenth and Final Week of Regular Season games.

January 9 – Clubs may begin signing free agent players for the 2023 season.

January 9 – NCAA National Championship Game (SoFi Stadium, Inglewood, CA)

January 9 – Earliest permissible date for clubs to renegotiate or extend the Rookie Contract of a Drafted Rookie who was selected in any round of the 2020 College Draft or any Undrafted Rookie who signed in 2021. Any permissible renegotiated or extended Player Contract will not be considered a Rookie Contract, and will not be subject to the rules that limit Rookie Contracts.

January 9 – Prior to 4:00 p.m., New York time, clubs must provide the Management Council with written notice, signed by the individual club’s owner, indicating the amount, if any, of the club’s 2022 League Year Salary Cap Room to be credited to the club’s 2023 Team Salary.

January 14-16 – Wild Card Games

January 16 – Special Eligibility Deadline.  Deadline for college players who are underclassmen to apply for Special Eligibility. A list of underclassmen who have been approved for entry into the 2023 College Draft will be sent to clubs on January 20.

January 21-22 – Divisional Playoff Games.

January 29 – AFC & NFC Championship Games.

January 31 – Deadline for any player claiming the Extended Injury Protection Benefit for the 2023 season to notify his former Club in writing.

February

February 3 – Deadline for non-playoff clubs to submit their individual lists of Physician-Certified 2023 Basic Injury Protection Benefit Candidates to the Management Council.

February 5 – Pro Bowl

February 12 – Super Bowl LVII (State Farm Stadium, Glendale, AZ)

February 13 – Waiver system begins for 2023.  A 24-hour claiming period will be in effect through the Friday prior to the last regular season game (waiver requests made on Friday and Saturday of each week will expire at 4:00 p.m., New York time, on the following Monday.)  Players with at least four previous pension-credited seasons whom a club desires to terminate are not subject to the waiver system until after the trading deadline.

February 13 – Beginning the first business day after the Super Bowl through the opening of the first training camp for Rookies in 2023, clubs must report all tryouts and visits to the League office; however, such transactions will not be reported to other clubs.

February 16 – Deadline for playoff clubs to submit their individual lists of Physician-Certified 2023 Basic Injury Protection Benefit Candidates to the Management Council.

February 21 – Beginning this date through 4:00 p.m., New York time on March 7 clubs may designate Franchise or Transition Players.

February 28 – March 6 – NFL Scouting Combine (Lucas Oil Stadium, Indianapolis, IN)

March

March 7 – Prior to 4:00 p.m., New York time, deadline for clubs to designate Franchise or Transition Players.

March 7 – College Pro Days Begin.  Workouts of a school’s Pro Day-eligible players with players outside of the scheduled Pro Day activities are prohibited. Private dinners, meetings, interviews are permitted.

March 7-April 19 – Draft-Eligible Facility Visits Begin. Clubs permitted 30 non-local players for physical exams/visits; no on- field workouts.

March 7-April 26 – Video or telephone interviews with draft-eligible players begin. Three video or telephone interviews per player; no longer than one hour in length.

March 8-9 – Deadline for clubs (60 day after final regular season game) to conduct physical examinations pursuant to CBA Article 45, Section 7(a) for players claiming the Extended Injury Protection Benefit for the 2023 season.

March 13-15 –   Negotiation Period. During the period beginning at 12:00 noon, New York time, on March 13 and ending at 3:59:59 p.m., New York time, on March 15, clubs are permitted to contact, and enter into contract negotiations with, the certified agents of players who will become Unrestricted Free Agents upon the expiration of their 2022 Player Contracts at 4:00 p.m., New York time, on March 15.

During the above two-day negotiating period, a prospective UFA who is not represented by an NFLPA Certified Contract Advisor is permitted to communicate directly with a new club’s front office officials (excluding the Head Coach and other members of the club’s coaching staff) regarding contract negotiations.

No prospective Unrestricted Free Agent is permitted to execute a contract with a new club until 4:00 p.m., New York time, on March 15.

March 15 – End/Start of League Year. Prior to 4:00 p.m., New York time, clubs must exercise options for 2023 on all players who have option clauses in their 2022 contracts.

Prior to 4:00 p.m., New York time, clubs must submit Qualifying Offers to their Restricted Free Agents with expiring contracts to retain a Right of First Refusal/Compensation.

Prior to 4:00 p.m., New York time, clubs must submit a Minimum Salary Tender to retain exclusive negotiating rights to their players with expiring 2022 contracts who have fewer than three Accrued Seasons of free agency credit.

Top 51 Rule is in effect. All clubs must be under the 2023 Salary Cap prior to 4:00 p.m., New York time. All 2022 NFL player contracts will expire at 4:00 p.m., New York time.

The 2023 League Year and Free Agency period begin at 4:00 p.m., New York time.

The first day of the 2023 League Year will end at 11:59:59 p.m., New York time, on March 15. Clubs will receive a Personnel Notice that will include all transactions submitted to the League office during the period between 4:00 p.m., New York time, and 11:59:59 p.m., New York time, on March 15.

March 15 – Trading period for 2023. Trading begins at 4:00 p.m., New York time, after expiration of all 2022 contracts.

March 15 – Commencing at 4:00 p.m., New York time, Clubs may designate up to two Player contracts that, if terminated on or prior to June 1, 2023, and if not renegotiated after January 9, 2023, shall be treated as if terminated on June 2, subject to the further requirements of CBA Article 13, Section 6(b)(ii)(1).

March 23 – Deadline for all Clubs to submit their individual lists of Physician-Certified Candidates for the 2023 Extended Injury Protection Benefit.

March 26-29 – Annual League Meeting (The Biltmore, Phoenix, AZ)

March 30 – Deadline for clubs to meet 2023 funding requirements for guaranteed or deferred compensation in NFL Player Contracts and contracts for non-player Club employees.

April

April 3 – Clubs that hired a new Head Coach after the end of the 2022 regular season may begin offseason workout programs.

April 17 – Clubs with returning Head Coaches may begin offseason workout programs.

April 19 – Deadline for clubs to time, test, visit, interview, or conduct a physical examination  with a draft-eligible player at its club facility.

April 21 – Deadline for Restricted Free Agents to sign Offer Sheets.

April 26 – Deadline for Prior Club to exercise Right of First Refusal to Restricted Free Agents.

April 27 – Deadline for clubs to time, test, visit, interview (including video and phone calls), or conduct a physical examination with a draft-eligible player at any location.

April 27-29 – Annual Selection Meeting/NFL Draft (Kansas City, Mo)

May

May 1 – Deadline for Prior Club to send “May 1 Tender” to its unsigned Unrestricted Free Agents.  If the player has not signed a Player Contract with a Club by July 22 or the first scheduled day of the first NFL training camp, whichever is later, he may negotiate or sign a Player Contract from that date until the Tuesday following the 10th weekend of the regular season, at 4:00 p.m., New York time, only with his Prior Club.

May 1 – Deadline for Clubs to exercise Fifth-Year Option for players selected in the first round of the 2020 Draft.

May 5-8 or May 12-15 – Clubs may elect to hold their one three-day post-Draft rookie minicamp from Friday through Sunday or Saturday through Monday on one of the two weekends following the Draft.

May 15 – Rookie Football Development Programs begin.

May 18-21 – (Tentative) NFLPA Rookie Premiere, TBD

May 22-24 – Spring League Meeting, TBD

Wild Card Playoff Starts New Postseason Format

The opening week of the NFL playoffs begins with the Wild Card weekend. This year the NFL playoffs has been expanded with the addition of one more Wild card team per conference. The format expands to six games this weekend including a triple header on Saturday and the first Monday night playoff game in history. There is only one team per conference who received an opening week bye – the Packers in the NFC and the Titans in the AFC. Both teams will retain the home field advantage throughout their conference playoffs.

A full schedule of postseason All-star games return this year after closing down every event except the Senior Bowl Classic last offseason. The Covid 19 virus cancelled a wide range of events, making the scouting process very difficult. The NFL Draft 2021 class will be interesting to evaluate in a few more seasons and seeing if a higher number of early draft selection become busts and more late round sleepers emerge over the first three or four seasons.

Both dates and locations of several events have changed in many cases for the major All-star venues, in addition to several small college All-star events.  DraftInsiders.com scouting staff will be at events plus the NFL Combine 2022. Each All-star event will have announcements thru the postseason with player and coaching additions and updates. Check back here for updates related to All-star game changes.

All-Star Game Schedule 2022

Jan. 15 -Hula Bowl – Orlando, Florida
The Hula Bowl is set to be played at the University of Central Florida on Jan. 15, 2022. The game is usually played in Honolulu but Aloha Stadium is going through a renovation. The Hula Bowl moved its historic game from Honolulu to Orlando for its 2022 game. The iconic game is pleased to feature an amazing lineup of coaching legends for its Orlando Debut.  This year’s coaching staff has over 275 years of combined coaching experience.  The game will maintain much of its rich Hawaiian heritage, and will continue with its two squads, titled the AINA and KAI, representing the Land and Sea in Hawaiian.

Former Atlanta Falcons head coach Mike Smith will return to the sidelines to be the AINA head coach at the 2022 Hula Bowl.  During his time at the helm of the Falcons, he became the franchise’s winningest head coach by number of wins.  In addition, he was awarded the prestigious NFL 2008 Coach of the Year Award by the Associated Press.

Brian Billick will head up the KAI squad. He was the offensive coordinator for the Minnesota Vikings from 1994 to 1998. The team broke the NFL scoring record in the 1998 season. Following this record setting performance, Billick spent nine seasons as the head coach of the Baltimore Ravens from January 19, 1999 to December 31, 2007. On January 28, 2001, Billick won Super Bowl XXXV as the Ravens’ head coach in a 34–7 victory over the New York Giants. It was the Ravens’ first Super Bowl appearance. He was inducted into the Baltimore Ravens Ring of Honor in 2019.

Jan. 29 – NFLPA Collegiate Bowl – Rose Bowl, Pasadena, Ca.
The NFLPA Collegiate Bowl announced their 10th edition of its game will take place on January 29, 2022. Originally slated for the week before, the new date best allows the Collegiate Bowl to once again provide participants with the world-class experience that’s made it the premier postseason all-star showcase. After going virtual for the 2021, the game will once again be played at the historic Rose Bowl Stadium and be televised on NFL Network. Former NFL head coaches, Jeff Fisher and Marvin Lewis have been selected to lead the American and National teams for the 2022 NFLPA Collegiate Bowl. The 10th annual game will take place at the historic Rose Bowl Stadium in California and air live on NFL Network.

Feb. 3 – East-West Shrine Bowl – Allegiant Stadium, Las Vegas, Nevada.
The 97th annual East-West Shrine Bowl has moved to Allegiant Stadium Las Vegas.

Feb. 5 – Senior Bowl – Hancock Whitney Stadium, Mobile, Alabama.
In 2021, a new era in the Senior Bowl’s history began with the game moving to Hancock Whitney Stadium on the South Alabama Jaguars’ campus. Throughout its history, the Senior Bowl has produced over 55 players that went on to be inducted into the Pro Football Hall of Fame. The game is unique among college all-star games as the teams are coached by NFL staff. Former MVPs of the game include the likes of Dan Marino, LaDainian Tomlinson, Dak Prescott and Justin Herbert.

Coaching staffs will be announced after the NFL season. They come from non playoff clubs that retain their coaching staffs and usually drafting in the top 5 selections for the NFL Draft 2022.

Any permissible renegotiated or extended player contract will not be considered a rookie contract, and will not be subject to the rules that limit rookie contracts.

Option exercise period begins for fifth-year option for first-round selections from the 2019 College Draft. To exercise the option, the club must give written notice to the player on or after January 10, 2022, but prior to May 3, 2022.

Key NFL Free Agency Dates and Designations

FEBRUARY 8th – As of Monday, teams are allowed to start releasing players without having to worry about any repercussion on last year’s (2020) Salary Cap, which still technically applies until March 17. So, teams are now able to start making moves with the aim of improving their Salary Cap for 2021. All players released between February 8th and the start of the new league year on March 17th are subject to waivers. If they clear waivers, they immediately become free agents and are free to sign a contract at any time (even if before March 17th).

With the new league year set to commence on March 17th, expect most teams to start making veteran moves at some point in early March.

LATE FEBRUARY – Over the last few years, the NFL has announced the Compensatory Draft picks on the Friday before the Scouting Combine.  With the Combine being virtual this year, it remains to be seen when the League will announce Comp picks.
FEBRUARY 23rd – MARCH 9th – As of February 23rd, teams can start designating a soon-to-be free agent player with the Franchise or Transition Tag. If a team wants to use either Tag, they must do so by 4:00 pm on March 9th.

MARCH 15th – The “legal tampering” window opens. As of March 15th, other teams can start discussing contract offers and terms with potential free agents, though a contract cannot be agreed upon until March 17th.

MARCH 17th – At 4:00 pm on Wednesday, March 17th, the 2021 NFL League year begins:

Teams must have submitted tender offers to all of their Restricted Free Agents (RFAs) and Exclusive Rights Free Agents (ERFAs) who they want to retain. Teams must exercise all 2021 contract options tied to the first day of the league year.

Free Agency for veteran players and the Trading period begins.
All teams must be under the Salary Cap and the Rule of 51 Cap computation begins.

Recent reports have suggested that the league Salary Cap is projected to be in the $180-181M range.  Using the midpoint of that range – $180.5M – as the Cap. Once RFAs and ERFAs are tendered and other adjustments are applied. This number will obviously change as teams make other moves – signing, re-signings, restructures and/or contract extensions.

APRIL 23rd – The deadline for teams to sign RFAs to an offer sheet.  If another team signs a RFA to an offer sheet, the player’s present team has five days to match that offer or potentially (depending on the tender given to the play) receive draft pick compensation if they decline to match.  With the NFL Draft starting on April 29th, the deadline to sign a player to an offer sheet and allow for the required five-day match period is April 23rd.

ARPIL 29th-May 1st – The NFL Draft 2021 – Cleveland, Ohio

MAY 4th – May 4th is the CBA-mandated date by which 5th Year Options must be exercised for 4th year players who were drafted in the 1st round.

MAY 5th – The “May 5th Tender” date.  This date, which was moved forward from June 1st a couple of years ago, is essentially the last date that the signing or losing of a free agent will count toward the Compensatory Draft pick calculation. The May 5th Tender – which rarely happens – is a way a team can potentially obtain exclusive negotiating rights with a player later in the summer.  It also provides extended Comp pick eligibility if the player is tendered a contract of at least 110% of his prior year’s compensation by May 5th.  Otherwise, if the player is not given the May 5th Tender, he no longer counts toward the Comp pick formula and the team cannot gain any special negotiating advantage later in the off season. As a practical matter, very few free agents who remain unsigned by May 5th are worth such a tender.
JUNE 1st – In past years this is the last day that teams can release a player and have all of the dead money from that release count against the present year’s Salary Cap. If released after June 1st, only the present year’s bonus prorations counts against the Cap in that year and all future bonus prorations would count against the following year’s Cap.

JULY 15th – This is the deadline for signing a player who has received the Franchise or Transition tag to a long-term deal. If no long-term deal can be reached by this date, the player must play that year under the one-year contract provided under the Franchise/Transaction Tender and cannot sign a long-term deal until after the season is over.

LATE JULY – NFL Training 2021 camps start opening.

SEPTEMBER 4th – Final cutdown date, all teams must cutdown to 53 players.

SEPTEMBER 9th – At 12:00 a.m., the Rule of 51 ends and all teams must be fully under the 2021 Salary Cap. This includes all of the players on the 53-man roster, the Practice Squad and all players on any of the reserve lists (IR, PUP, etc.).

SEPTEMBER 9th, 12th-13th – Week 1 of 2021 NFL regular season.

The 2020 Senior Bowl game is here with an interesting roster of pro prospects who completed the week of practices, physicals and interviews.

        The Draft Insiders’ February Newsletter and 2020 Yearbook will have extensive coverage of the Senior Bowl and the entire All-star postseason.

Look for QBs Justin Hebert, Jordan Love and Jalen Hurts to get extensive playing time while wideouts Michael Pittman, Chase Claypool and James Proche are expected to be featured in the passing game. TEs Brycen Hopkins and Adam Tautman had impressive practice sessions and could be featured in the passing game.

Runners, Lamical Perine, Antonio Gibson and Ke’Shawn Vaughn may not be household names, but should be featured here and given a chance to display their natural talent and capable of being impact playmakers Saturday. Perine is a well rounded back who can be a difference maker here.

The NFL Draft 2020 is a class dominated by defensive front seven prospects and this game features several impact pass rushers. DT Javon Kinlaw of South Carolina had a dominant performance thru mid week, but will sit out the game due to a minor injury.  Marlon Davidson is primed for a huge effort and created continuous havoc in matchups. Look for edge rushers, Jason Strowbridge and Kenny Willekes to provide impact as outside rushers and possible difference makers in this game.

Linebackers, Malik Harrison, Evan Weaver and Anfernee Jennings showed speed, instincts and playmaking ability this week after fine careers. Look to them to be in the action throughout the contest to be the stars on their units. This will be the final real football action in these prospects for the year with the offseason workout portion of the NFL Draft process hitting full stride next week both with the NFL Combine and school Pro Days.
